FastPass+ Returning?

Disney has sent out a new promotion for visiting Walt Disney World, and part of its incentive is booking and utilizing FastPass+. Is that the case?

Note that this promotion is only for January and February–at least at this point. But it is to all four parks, and it is for those who already have their tickets for trips during that time?
